How do I get material to stick to foam

Our bulk material comes with the vinyl laminated to the foam. If you are replacing old worn out loose vinyl, it is recommended to remove foam as well. More than likely, if the vinyl is loose, the foam is rotten underneath and needs to be replaced completely.
